"emergency risk" means "potential to be dangerous (at some time in the *future*)", whereas I think 紧急危害 means "to put (sb) in critical danger" in usage such as 药物临床试验实施中为消除对受试者紧急危害的试验方案的偏离,事后应及时向伦理委员会报告。 |
