althought it's not included in dictionries, it's widely used in Taiwan and Hong kong.

Editor: "Hong kong" is not included in dictionaries either, but if I type "Hong kong" into Merriam-Webster, it displays the entry for "Hong Kong":

I doubt that they have an entry like this:
Hong kong : variant of Hong Kong

Instead, what happens is that the Merriam-Webster web app treats "h" as a variant of "H" and applies *logic* (not *direct lookup*) to find a match with its entry for "Hong Kong".

Similarly, we rely on apps to apply the following sort of logic.
1. The user is searching for 電視台.
2. There is no CC-CEDICT entry for 電視台.
3.Try substituting variant characters.
4. 臺 and 台 are variants, so try substituting 臺 for 台.
5. Found a match -- 電視臺 *is* in the dictionary.
6. Display the entry for 電視臺.

Even if the user were to search for a non-standard form such as 電视台, an app can use this sort of logic to match it with 電視臺, just as Merriam-Webster was able to match your non-standard spelling "Hong kong" with "Hong Kong".

A while ago, I wrote a script to search a corpus. Whether I search for 電視臺 or 電視台 or 電视台, it finds the same results. For example, if I search for 電視台, it will display the following result among many others:
其中尼加拉瓜的電視台,已率先於4月下旬首映播出。

If I search for 電视台, it displays all the same results, including
其中尼加拉瓜的電視台【電视台】,已率先於4月下旬首映播出。
