Editor: It's not particularly figurative, being composed of 告示, which is a word in its own right, qualified by 安民, which is also a word in its own right. Best not to stick a label on it that makes the user wonder "Hmm, what am I missing here?" I know you refer to zdic a lot, and they do call it a chengyu, but plenty of other sources do not. New Century classifies it as (名), ABC similarly says "n.", and Grand Ricci, which uses the label "loc." for idioms has no label at all for 安民告示.

The (idiom) label, even when it does apply, is often kind of "meh". For example, if I see that 盎盂相擊, whose characters literally mean "bowl and basin hit each other", is defined as "to quarrel", I don't really need to be told that this is an idiom. By contrast, if 小区 is defined as "cell", the (telecommunications) label is useful because "cell" has so many meanings.
