Editor: "rates" is not actually wrong, but I'm going to remove it because it is a term specific to certain regions such as the UK and Australia.

地税 has two distinct senses, and your proposed def (/land tax/local tax/property tax/) mixes them up instead of grouping them (/land tax; property tax/local tax/).
