11.环衬。环衬指精装书中一半裱糊在硬壳封面上,一半粘贴在书芯扉页及尾页上的纸,图书前后各放一张。环衬一般用较厚的特种纸充当,主要起到牢固和美化作用。翻开精装书封面,第一页和最后一页便是环衬页。

12.衬页。平装书也有用环衬的,但都是单页,一般称呼为衬页。平装书衬页一般只放封二和扉页之间,称为衬页或前衬页;也有前后都放的,用在图书尾页和封三之间的称为后衬页。衬页也有人称作衬纸,前后衬页称前衬纸和后衬纸。平装书衬页的主要功能是装饰,其作用略等于中国建筑中的“影壁”,使人翻开书时留有悬念,不至于一眼便看到图书的内文。

Editor: Sure, there's plenty of evidence that 扉頁 means "title page", but we already have that sense. Why keep trying to prove it's correct?

There is also evidence that 扉頁 can refer to the "flyleaf", and the fact that you didn't even mention this (let alone try to refute it) suggests that your thinking is affected by confirmation bias.

In fact, it seems one could add yet another, sense for 扉頁: "the pages of a book."
