The definitions and examples I've found only talk about the physical force sense of 'impulse', but in English 'impulse' has additional meanings similar to 'urge', so perhaps it's best to disambiguate.

Well, I think that's just a bad Chinese translation of something originally written in English.

"(physics) impulse" is defined as "the product obtained by multiplying the average value of a force by the time during which it acts". [American Heritage Dictionary]. In Chinese, that's 冲量, not 冲力.

While 冲力 doesn't mean "impulse" in the sense of "sudden wish or urge", it *is* used figuratively, but the meaning is more like "momentum".
Here are three examples of figurative usage of 衝力 (冲力):

我們的生活似乎在代替我們過日子,生活本身具有的奇異衝力,把我們帶得暈頭轉向;到最後,我們會感覺對生命一點選擇也沒有,絲毫無法作主。
