1) "can't be literally translated from the word 'doctrine'."
That's irrelevant to us since we're a C-E dictionary, not E-C.
(We can consider defining "军事准则" in English, but not "military doctrine" in Chinese.)

2) The first sentence of the Wikipedia article is the same as the Baike article.
The edit histories of the two articles suggests that the Baike article was copied (plagiarized) from Wikipedia. So you have only provided one source.

3) The Wikipedia article says 战斗教义 is another way "military doctrine" is translated, but there are very few Google results for that term. So I'm starting to have some doubts about the author of the Wikipedia article.

4) The Chinese Wikipedia category page for the category "Military Doctrine" is titled 分类:军事学说 (not 军事准则).

5) 军事学说 has far more Google results than 军事准则 (more than 10x as many).

6) You haven't provided any examples of usage. Did you actually see 军事准则 used, or are you simply submitting the title of the Chinese Wikipedia article on the basis that it is linked to the one titled "Military Doctrine"? (If so, that's not enough evidence.)
