"blurt out" means "utter suddenly and impulsively" [AHD].

- 嚷 is by definition loud (LA: 大聲喊叫), whereas "blurt out" is not.
- "blurt out" is by definition impulsive, whereas 嚷 is not.

Examples:

我撇下胖姑娘蹬蹬地上楼,打开门一边往里走一边嚷:“警察,警察来了,都放下手里东西坐着别动。”
Leaving her where she stood, I clomped upstairs and flung open the door. "Cops!" I shouted. "The cops are here. Drop everything and don't move."

满面放光地举着堆着丰富泡沫的啤酒,在高洋旁边笑着嚷着的情景……
he beams as he raises a foamy glass of beer and bellows from his seat next to Gao Yang ...

要不我就嚷嚷,
I'll scream if you don't give it to me

嘘。别嚷嚷。
Shh. Don't shout.

These examples are actually in the form of the 嚷着 rather than just 嚷.
It's not literally "shouting", but it's certainly not "blurting out' either.

人们整天嚷着要重能力不重学历,可要是没有一纸文凭,根本就踏不进公司的门槛。
Everyone is always talking about placing importance on ability, not education - but if you don't have that diploma, there's no way you'll be able to get a foot in the door at any company.

大陆也有人嚷着要恢复繁体字。
There are also people on the mainland who say we should get back to traditional characters.

有不少女人嚷着要像找工作那样用心去找老公。
A lot of woman are talking about finding a husband with the same diligence one applies to their work.
