1. As GF indicates, it's both an adjective and a noun.
Similarly, HDC's definition is 香; 香氣.

Noun example:
聞到一股醒鼻的芳香,...


2. "balmy" dates back to the very earliest versions of cedict in 1998.
芳香 [fang1 xiang1] /balmy/

"balmy: (of weather) pleasantly warm" (Cambridge dict)
But haven't found any examples or dictionaries to support that sense.
Diff:
- 芳香 芳香 [fang1 xiang1] /balmy/fragrant/aromatic (chemistry)/
+ 芳香 芳香 [fang1 xiang1] /fragrant/aromatic/fragrance/aroma/
