As GF says, it's a verb (a transitive verb).
Doesn't mean "a nuisance".

"undermining public morality,"

rape is defined as a "crime damaging to social morality."

"disrupted the normal routine of agricultural and industrial work and thus shook the foundations of the nation."

interfering with computers (e.g. online fraud)

"Anyone who disrupts class or disobeys staff will be expelled,"

The "Taiwan Police Offenses Ordinance" of the Japanese era included the earliest attempts to regulate the street vendors and stated that police could fine or detain "those obstructing traffic by displaying food or other goods by the roadside."
Diff:
- 妨害 妨害 [fang2 hai4] /to impair/damaging/harmful/a nuisance/
+ 妨害 妨害 [fang2 hai4] /to jeopardize/to be harmful to/to undermine/
