the last def is a more recent development. CY cites hongloumeng as an example, so the "progressive" and "reactionary" was obviously out of context there.
It is sometimes used in 不是X,就是西方。。。東風 (either the East wind... or the West wind ...)

That's ambiguous since "win over" means "persuade someone to support you".
e.g. "Donald Trump must win over suburban women to clinch swing state."
