It's a construct, but not only that, it's misleading, I believe.
We looked at the meaning of 层次 in some depth a while ago:
https://cc-cedict.org/editor/editor.php?queue_id=56118&handler=ViewQueueEntry

"stage" suggests that 層次 refers to a part of a process where you pass from one stage to the next over time.
层次, on the other hand, refers to various *levels* that can all exist at the same time.

"The three levels of nature conservation--protection, rehabilitation and management ..."

These are *levels*, not stages: you don't start with protection, then when protection is completed, move on to rehabilitation, etc.
Diff:
# 層次 层次 [ceng2 ci4] /layer/level/gradation/arrangement of ideas/(a person's) standing/
# 打層次 打层次 [da3 ceng2 ci4] /to get one's hair layered/
