Did you not see any of these? In addition, I find this example of tax evasion: 财税警示：女出纳为避税虚开增值税发票600余万被逮捕. In general, if you propose to delete a definition, please demonstrate that you have genuinely tried, but failed, to find support for that definition. Also, keep in mind that 现代汉语规范词典 is, as its name (规范) suggests, a prescriptive dictionary that often stipulates that one usage is right and another is wrong, even if both are attested. Nevertheless, the predominant meaning of 避税 is clearly tax avoidance.
