seems to be used mostly in relation to Taiwan (and sometimes HK i guess), but below is one example where it's not used as such (tho it seems very rare usage in that way)

1) "attack verbally" is a bit too suggestive of person-to-person interaction, I feel.
I'd prefer "denounce".
As one TP quote suggests, 文攻 includes things like "media attacks".
