I think originally the dictionary wanted to include 到了 (dào le) , not because of the obvious V了 construct, but because of the special use cases. These are sentences from SketchEngine's zhTenTen17(Simplified) corpus: 尤其到了烟花三月，你不来直接就是浪费。 车上温度特别高，到了夏天好像坐在火炉里。 In these instances, 了 is usually read as (le), notwithstanding personal variations and regional dialect. I hope you all agree! ----------------------------------------- Editor: In the sentences you quoted, 到了 doesn't mean "at last; finally; in the end". When 到了 has that meaning, it's pronounced "dàoliǎo", not "dào le" as you propose.
