Very common word, yet the only English definition I see is K's.
It's also in M LA HDC.

It's often translated in TP articles as "prevent" but it doesn't actually literally mean "prevent".
That is, it doesn't mean "to keep sth from happening".
It's more like "do one's best to prevent" or "minimize".

For example,
安省政府宣佈新措施,防制校内霸凌
Ontario Takes New Actions to Combat Bullying in Schools

They don't expect that these measures will *prevent* any bullying from happening.
Rather, they expect that the measures will *reduce the incidence* of bullying.

「防制洗錢金融行動小組」(Financial Action Task Force on Money Laundering)

TP example where "prevent" is used.
防制再犯,必須從制度上承接,
"To prevent recidivism, one has to start with system-wide issues."
(OK to use in translating the sentence, but not really accurate in defining the word 防制.)
