"the talk of the town" is the person (or thing) that people are talking about.
街谈巷议, on the other hand, refers to the talk rather than the person being talked about.

https://www.merriam-webster.com/dictionary/the%20talk%20of%20the%20town#:~:text=Definition%20of%20the%20talk%20of%20the%20town,the%20talk%20of%20the%20town.

Example:
J ~ "Soon after my arrival in Changsha, I met all sorts of people and picked up a good deal of gossip."
我初到长沙时,会到各方面的人,听到许多的街谈巷议。

(听到许多的街谈巷议 <--- This is not saying he listened to lots of people whom everyone was talking about; it's saying that he listened to lots of *gossip*.)
Diff:
- 街談巷議 街谈巷议 [jie1 tan2 xiang4 yi4] /the talk of the town (idiom)/
+ 街談巷議 街谈巷议 [jie1 tan2 xiang4 yi4] /(idiom) town gossip/streetcorner conversations/
