I don't think it means "chastise".
That sense was included without any references or examples of usage.

I've checked more than a dozen dictionaries, and they all say it means "punish" or "penalize".
None of them say it means chastise, rebuke or reprimand.
e.g. K ~ punish
LA ~ 懲罰;處罰。
NC ~ punish; penalize

Example:
"The severity of the punishment must...be in keeping with the kind of obligation which has been violated." (Simone Weil)
責罰的嚴厲程度必定隨著違反職責的種類不同而量刑
Diff:
- 責罰 责罚 [ze2 fa2] /to punish/to chastise/
+ 責罰 责罚 [ze2 fa2] /to punish/
