1) From its structure, it seems like a noun. And it's used like a noun in the BB article.

2) There's a WikiHow 如何进行头脑风暴.
They don't use 如何头脑风暴 as the title, so again, it seems like a noun (the grammatical object of the verb 进行).

3) LA defines it as a 過程 (process). That suggests it's probably only used as a noun.
針對某問題而引出腦部思考的過程。或指群體之間,透過彼此互動討論,進而得出對策或方案的思考過程。

4) It's a noun in the only TP example (the object of the verb 掀起).
他同時強調,只有跨行、跨業、跨國交流,才能掀起「頭腦風暴」。
"At the same time he emphasizes the only way to "brainstorm" is to engage in exchange across industries, professions and nations."

5) K says it can be a verb, but I'd want to see some examples of that before we accept it.
