Your proposal is not neutral because if you say an island is "between China and Okinawa", that implies that the islands are not part of either China or Okinawa. This would potentially be offensive to China because they claim sovereignty over the Diaoyu Islands.
You could say "between mainland China and Okinawa" but it's geographically more precise to say "between Taiwan and Okinawa".
