1) "things that have happened can hardly be controlled"
Ambiguous, because "can hardly be controlled" can be taken to mean either
- can be controlled only with great difficulty, or
- obviously cannot be controlled (since they have already happened).
Anyway, this expression is not really about "things that have (already) happened" – it's about "things that have *got started* (一发)".

2) "get out of hand"
This definition suggests that the result is a negative one
Well, it often is (such as a virus spreading out of control), but it can also be something positive. E.g.

也一發不可收拾地帶動起台語歌謠的新生及台灣流行音樂的實驗精神。
started a renaissance in Taiwanese music and brought a new experimental spirit to Taiwanese pop.

而有了第一次創意行善的成功經驗、並且深信「只要有觸媒,社會上的善心是『一發不可收拾的』」,邱相勳腦袋中不斷構思著下一個公益行善的方式。
With his successful experience in doing good, and thoroughly convinced that "as long as there are catalysts, social benevolence won't be extinguished," Chiou's brain is constantly considering new models and ideas for doing good.
