I just don't see any evidence on dictionaries or actual usage that 哗[huá] is used specifically for the sound of cat-calling. Even imagining cat-calling here to have the (now) less common meaning "the act or an instance of loudly or raucously expressing disapproval" (MW's 2nd chance), I don't see that it means specifically that sound.
