Editor: It looks like this word doesn't appear in TP until 2004.
It's not mentioned in one large dictionary from 2003 (New Century) and it's not in HDC.
It *is* in New Age (2010), though they too seem to have struggled to give it an appropriate definition. (They define it as a verb: "have a point (in doing sth); be worth doing".)
It doesn't appear in Google N-grams (which goes up to 2008).

In 2013, the word appears in a paper about "neologisms developed on campuses in Taiwan".

It has spread to the mainland, but the GV results for 有搞頭 aren't that much lower than for 有搞头:
