But in any case, I suggest deleting it. It appears not to be a Chinese character, but rather, one that was created in Korea and only used in Korea, and only rarely even in Korea. It is hard to confirm "fu3" as the Mandarin pronunciation. Also, it's hard to confirm the 乶下 entry.
