It's almost always the "realize one's dream sense".
All (or at least 95+%) of TP examples have that meaning.
Baike article says
圆梦,是指解说梦中的事情,从而附会、预测人事的吉凶,今多指实现梦想,把梦想变为现实。
but the last part 今多指实现梦想,把梦想变为现实。 is emphasized with a bold font.

Typical example:
能幫年輕人圓夢,自己也有一份成就感和參與感。
If she can help them achieve their dream, she feels like she is participating in it.

"interpret one's dream"
The problem with that is, it isn't necessarily about predicting the future.
In fact, it's usually about trying to understand what's going on in your subconscious mind.
Typical example of dream interpretation: "If in the dream you can't speak, you may be feeling in waking life that there's something you don't want to—or can't—say."

圓夢, on the other hand, *is* about telling the future.
