1) 淮山 is a common noun
2) the first syllable is also written 懷, which suggests that it's not necessarily associated with the Huai River.
3) GR says it's associated with Nancheng in Jiangxi, but the Huai River doesn't go that far south.
4) Wiktionary spells it with a little "h"
