外借 is often used to mean lend to the public, C-E dictionaries have "lend out" which doesn't necessarily have this meaning. (E.g. "I lent my tuxedo out to a friend who was going to a dance, and now I haven't anything to wear to the opera. I lent out my copy of the book. Sorry, I lent it out." -- examples from https://idioms.thefreedictionary.com/lend+out). But 外借 can also be used just to mean "to lend" without specifying to whom, in which case "lend out" is a good translation, so the definition I'm submitting may be too limiting.

It wasn't hard for me to find examples where the borrower wasn't a member of the public.
