"in one's mind" is a bit ambiguous. For example, "in one's mind" can be as in this example: "the plot for the novel gradually developed in my mind." That is, it describes where the *thought processes* happen, whereas 心目中 describes where one has a *mental conception* of something. The former is dynamic; the latter is static.

And "in one's heart" is used when one is secretly sure about something although one may not admit it. (e.g. "In his heart he knew she was right.") That doesn't seem to be what 心目中 means.

Examples ~

由他們的前院眺望,是許多鐵道迷心目中的第一號名景
The view from the front yard is the most famous among Taiwan railway buffs

一位計程車司機眼見心目中向來活力十足、健步如飛的林衡道,居然已如此老態,
A taxi driver, seeing Lin Heng-tao-whom he had always thought of as a man of boundless energy who walked briskly and with firm steps-so old and frail,

並不是他心目中理想的古典電台
falls short of his ideal for a classical music station

新聞記者不再是人們心目中具有崇高理想、仗義直言、公正信實的人。
people feel that reporters no longer have high ideals, no longer speak the truth without thought of the cost to themselves, and are no longer fair-minded or trustworthy.
