1) "combine sounds into words" is roughly correct, but it's a bit vague. That definition could, for example, describe what the brain does with the speech sounds that one hears. But 拼读 is not about perceiving words; it's about *pronouncing* words.

LA ~ 按拼音規則讀出音節或詞句。如把g和ē拼合成gē,ㄏ和ㄜ拼合成ㄏㄜ,並讀出。

[Blending] involves looking at a written word, looking at each grapheme and using knowledge of GPCs (grapheme-phoneme correspondences) to work out which phoneme each grapheme represents and then merging these phonemes together to make a word. This is the basis of reading.
