1) "北京、上海、廣州" is a *single* term for something that has three parts.
Just as "RGB" ("red, green and blue") is a single term for something that has three parts.

So "abbr. for 北京、上海、廣州" means "abbreviation for the term 北京、上海、廣州".
It doesn't mean "abbreviation for the three terms 北京, 上海, and 廣州".
(We never give an abbreviation for more than one term at a time. That is, when we say "abbr. for X", X must be a single term, not a list of terms.)

2) The vertical bar notation (using "|") relies on the length of the Chinese text being the same on both sides of vertical bar character "|".
Otherwise, such expressions can't be unambiguously parsed.
For example, when Pleco tries to parse 北京、上海、廣州|广州, it will find 8 Chinese characters on the left (including the two ideographic commas (、) used for enumeration) and 2 Chinese characters on the right.
Faced with such a mismatch, it is unpredictable what Pleco (or any other software) will do.
For example, if I have selected trad characters as my default in Pleco, I should see "北京、上海、廣州", but if the Pleco script is unable to reconcile the difference in lengths of Chinese text, it may give up and simply display our entry verbatim, i.e. "北京、上海、廣州|广州", which is not what I want (since 广州 is not a trad form).
Or it may attempt to match up the first two characters of the left and right sides,
i.e. match up 北京 (the first two characters of the left side) and 广州 (the first 2 char's on the right).
In other words it might treat 北京 as the trad and 广州 as its simp form!

3) Polaris (erroneously) said there was "a mistake which would create a 廣州|北京 entry".
He made the mistake of reading 北京、上海、廣州|北京、上海、广州 as a list of five words.
北京
上海
廣州|北京
上海
广州

But it's not. It's three words separated by commas, with the trad (北京、上海、廣州) on the left of the vertical bar, and the simp (北京、上海、广州) on the right.
Software that uses cc-cedict, when it comes across a vertical bar in the definition, looks for Chinese text of equal length on either side of the bar. That's the key point to remember.
