"unwritten rules" makes it sound like it could be something quite benign, as in
"Everyone knows the unwritten rule that you never date your best friend's guy."

A rule like that is an expression of propriety, whereas 潜规则 is pretty much the opposite.

Compare LA ~
指背離正義觀念或正式制度,不能公開言明的行事規則。
例 「敢於向潛規則挑戰」。

And GF.

And this:
Unwritten rules, 潜规则, originally mean sex exchange for favor from those who are in power. It started with the phenomenon in entertainment industry where actresses offer sex to directors or producers (or whoever has to power to decide) to obtain a role in a movie to TV program. [...] The most widely believed unwritten rule is that you can get a shortcut/favored treatment if you have guanxi.

follow-up:

潜规则 is an unspoken rule, first and foremost, getting rid of "unwritten rule" is a big mistake.

在所有行业及人群中约定俗成,被广泛行使且普遍遵守的隐含性规则。甚至在某些特定的时空能具体的替代台面上的正式规则

Unspoken rules are behavioral constraints imposed in organizations or societies that are not voiced or written down.

Editor: Thanks for the heads-up.

By the way, "guanxi", which I used in the definition, is in the Oxford English Dictionary.
