"test-fire" can only be a verb, so it needs a "to" in front, if we use it at all.

(The noun would be "test-firing".)

And indeed 试射 is used as a verb, so "to test-fire" is fine.

e.g. J ~ After a few ranging shots, the guns were firmly bedded in and could begin accurate firing.
试射了几发测距炮弹以后,各炮固定好位置,可以开始准确地射击了。
