1. François, certainly.
2. In most sources I can see his given names aren't hyphenated (http://www.dictionary.com/browse/fourier, https://fr.wikipedia.org/wiki/Charles_Fourier, etc.)
3. But, more importantly: Why the full name? The dictionary has Margaret Thatcher, not Margaret Hilda Thatcher, and Barack Obama, not Barack Hussein Obama II.

Editor: This entry probably still needs more work, given that "傅立葉變換" has 407,000 G hits.
Fourier transforms were named after Joseph, not Charles.
