Please find a way to express the idea in your shorthand that the those last four terms ("concept/point of view/system or method/outlook") generally come when 观 is postfixed to various 次 like 学习观 "teaching system or method" and 得道观 "ethical outlook" etc. Don't know how you would describe that using your formulae.

Aside: I don't usually get any feedback from you about whether and how these things are actually implemented. Is there any way to review a given contributor's contributions over the last few years to see how much of my feedback is actually implemented?

Editor: "system" is only suited to one or two cases like 價值觀, as far as I can see, and we have 價值觀 in the dictionary. I don't think "system" or "method" is appropriate for 学习观.

觀 is used in the sense of outlook etc. in a number of terms where it isn't a "postfix" attached to a two-character word (see examples below), so I don't want to make a point of describing it as a postfix or suffix in the definition.
觀點 point of view
主觀 subjectivity
觀念 sense; idea; conception; concept; notion
樂觀 optimistic; hopeful; sanguine
悲觀 pessimistic
客觀 objectivity

I have replied to you by email about the matter raised in your "aside".
Diff:

# + 觀 观 [guan1] /to look at/to watch/to observe/to behold/to advise/concept/point of view/system/outlook/
