I have many sources for this. However I cannot find 叄 anywhere and am thus assuming it is a variant since it is included in Windows IME.

Editor: thanks for calling our attention on this. The situation is a bit complicated.
For jianti, 叁(sān) "跟参(cān)不同".
for Taiwan dicts, 叁(sān), and 參(sān) is a variant. No mention of 叄.
However, I find on Kangxi, at 參 :"又與
Diff:
# - 叄 叁 [san1] /three (banker's anti-fraud numeral)/
# + 參 叁 [san1] /three (banker's anti-fraud numeral)/
# this entries satisfies both Tw and PRC
+ 叁 叁 [san1] /three (banker's anti-fraud numeral)/
# the following are variants, so do not necessarily have a jianti form
+ 參 參 [san1] /variant of 叁 叁 [san1]/
# I have only Kangxi as a formal reference, but this does appear on Tw sites
# (and it's what my friends tell me)
+ 叄 叄 [san1] /variant of 叁 叁 [san1]/
