I haven't been able to find an independent reference for this one way or another, but 2nd tone makes sense to me here.

1) zha2 is used for "to deep fry", zha4 is used for "to explode"
2) 炸魚, 炸子雞, 炸薯條, 炸糕, 炸丸子, 炸薯片, etc are all zha2.

What's a "second town"? If "second largest city" was meant, according to wikipedia it's actually the 6th.

Editor: Short answer ~ As a reference to Chiang Mai, it is a customary label, meaning "second in importance",
and is *not* intended as a designation as the second-largest city of Thailand in terms of population (although it
seems it may reasonably be considered to be second-largest -- see final paragraph below).

"Second City" is a traditional nickname for a city, just as Chicago has the traditional nickname "the second city of
the US" (originally coined by A. J. Liebling, according to Wikipedia) even though Chicago is no longer the second
largest city in the US.

The following dialogue suggests that the notion of "second city" is more subtle than "second biggest city" ~
A: "It's hard for me to grasp LA as the "second city" of America. It's just so...blah. Such a poseur town."
B: "By any measure LA is considerably larger, so poseurs notwithstanding it is the number 2."
A: "yeah, but it lacks the history, landmarks, architecture, culture and je ne sais quois of Chicago."

Look at how much information there is in Wikipedia on the Thai cities rated #2 - #5 in terms of population. Those
articles are quite sparse compared to the article on Chiang Mai. That article says: "Chiang Mai then slowly grew in
cultural, trading and economic importance to its current status as the unofficial capital of northern Thailand,
second in importance only to Bangkok."

The #2 city in Thailand in terms of population (on the quoted list), Nonthaburi, is considered a suburb of Bangkok.

Google "second city of Thailand" and you will find that almost every such reference is a reference to Chiang Mai.

Finally, Wp @ Chiang Mai says ~ "While officially the city of Chiang Mai only covers most parts of the Mueang
Chiang Mai district with a population of 160,000, the urban sprawl of the city now extends into several neighboring
districts. This Chiang Mai Metropolitan Area has a population of nearly one million people". One million is a much
larger population than any city on the list, other than Bangkok.

Editor: I'm not an expert. But this sounds more like a tax, paid on a monthly basis, than a toll, paid each time.
Also, it is not related to "highways" (高速公路), which have their own tolls.

養路費 is supposed to be extinct:

Believe traditional should be 開闢. MOE has entry for 開闢 (http://dict.concised.moe.edu.tw/cgi-bin/jdict/GetContent.cgi?DocNum=18115&GraphicWord=&QueryString=%B6}%C5P), but not for 開辟. Plus, 辟 means law, while 闢 means open (among other meanings).

Note that there is already a separate entry for 開闢, hence the delete, not edit.
