I'm fairly certain this is usually used when the person being defended is in the wrong, your dictionary even uses "袒护" and "含贬义" which is not reflected in your definition. After all, there's nothing wrong with being "partial to one's child", on the contrary, that's very natural and expected of a parent, while 护犊子 is often seen in a negative light. For example, in 并且有很多家长因为自己家里孩子少,有护犊子情结,无论自己的孩子对与错,只要是自己孩子在外面受了 委屈,不管是学生矛盾还是教师在管理工作中所出现的矛盾 the key is "无论自己的孩子对与错", "doesn't matter if their child was in the right or wrong" Good call on removing "of a woman" but "one's children" should also be removed.
