It refers mainly to crops, but more generally to plants or living things. Compare with "耐澇" (meaning "flood tolerant" (that term is also currently absent in CC-CEDICT, don't confuse it with 耐勞). Please modify the definition as fit, what I wrote is just an initial suggestion. Could also be phrased as "drought tolerant", seeing that for example wikipedia has an article for "drought tolerance", and that term is quite widely used (so maybe "tolerant" rather than "resistant" is preferred?, I'm not sure), anyway the wording "drought-resistant" is already present in the definition for 抗旱 in CC-CEDICT so I used that as initial suggestion. Comparison of 耐旱 with 抗旱 is of interest too, both these terms are close to each other but not quite the same (likewise with the pair 耐澇 / 抗澇). It's *predicative* in the Moedict example 這些植物很耐旱. For 耐澇, I think "waterlogging tolerant" would be appropriate.
