It is a formal negative used before a verb and often corresponds simply to "not to" or, depending on the context, an English passive construction. Examples I looked at include 不予理会 "to pay no heed to", 不予计分 "not to award/count points", 不予承认 "not to recognize", 不予接种 "not to vaccinate; not to be given the vaccine", 不予纳入 "not to include" and 不予出售 "not to sell; not for sale". "Refuse to" and "decline to" are suitable contextual translations in cases such as 不予置评, but they imply deliberate refusal more strongly than 不予 itself does. "To withhold" is narrower still and does not work naturally across the full range of collocations. |
