It's not just "to spend (money, time)"---it works in the other direction too, namely "to cost (money, time)":

Editor: I think the comment I made on your 花钱 submission may apply here too. The fact that 花 is most naturally translated as "cost" or "take" in some constructions doesn't necessarily mean that these are additional lexical senses of 花.

For example, NA defines this sense as "to spend; to expend", but one of its examples (去那儿花了三个小时。) is translated "It took three hours to get there." So NA evidently regards "take" there as arising from the way the Chinese construction is expressed in English, rather than as a separate sense of 花. I haven't found a dictionary that explicitly gives "cost" as a sense of 花.
