It's a transitive verb. Pleco's GF defines it as 交战时捉住(敌人).

Examples:

- 胡塞武装称俘虏了也门国防部长 https://tv.cctv.cn/2015/03/26/VIDE1427356338823741.shtml

- 巴基斯坦已俘虏了多名印度军人 https://xinwen.bjd.com.cn/content/s681aa344e4b0ec1c3d96bee9.html

Usually it refers to prisoners of war (POWs), but it's more general:

- 这半个多月的航程里,一百多华工同聚一堂,有吃有喝,还俘虏了船员。 https://333.asxs.cn/home/chapter/index/id/177699/key/a9ef594b95790.html (capturing sailors)
-----------------

Editor: I added "a" before "captive" because "captive" is also a very common adjective.
Also, we write "usu." (with a period at the end).
Diff:
- 俘虜 俘虏 [fu2 lu3] /captive/
# + 俘虜 俘虏 [[fu2lu3]] /to take prisoner/captive (usu prisoner of war)/

+ 俘虜 俘虏 [[fu2lu3]] /to take prisoner/a captive (usu. a prisoner of war)/
