You comment that "here 竄|窜 may be variant of 躥|蹿", but I don't see how that justifies replacing the existing definition with a cross-reference. Moreover, you have not presented evidence that 窜稀 should be read cuan1xi1; various sources give the pronunciation as cuan4xi1 (including the Baike article*), and in any case, your proposed change does not alter the pronunciation currently given in CEDICT.
