carries a little bit of negative connotation so shrewd is a more accurate translation, and precocious is accurate as well for children.

I haven't included "precocious", as I haven't found evidence that it's an established meaning of 有心眼. It would seem that, at most, it is a possible contextual translation when the expression refers to a child.
