The dictionary must limit itself to providing objective and universal definitions, without subjective considerations from any party. It is even less appropriate to include how a dictatorship qualifies a globally accepted spiritual discipline that it persecutes. In this context, such characterization can be classified as 'hate propaganda', punishable under the terms of various international treaties, such as the International Covenant on Civil and Political Rights (ICCPR), the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD), and the American Convention on Human Rights.

Editor: The proposed change would remove a highly salient aspect of how the term is encountered in Chinese-language discourse, especially in mainland Chinese contexts. The current definition reports a notable characterization made by a major state actor. That sort of attribution is widely used and appropriate in dictionary and encyclopedic writing, especially for politically or socially contested movements.

Encyclopaedia Britannica, for example, states in its opening paragraph on Falun Gong that the movement "became a concern to the Chinese government, which branded it a 'heretical cult.'" Neither our entry nor Britannica's constitutes an endorsement of that classification.
