In Chao's "A Dictionary of Spoken Chinese" (1945), 迹 is listed as a less common variant of 跡. TP results: 迹 - zero 跡 - 1,158 蹟 - 969 So it seems that, of the three variants (迹跡蹟), the *rarest* one was chosen as the 规范字.
