I think it's simply "to iterate" in general. It can refer to iteration in policy development or design, for example.

Like in: "The process is iterated until a convincing agreement is reached on assumptions, estimates and plans for future action."

Or: 在技术迭代的同时,我们也质疑这到底是不是一场带有巨大泡沫的实验。
