If someone needs help with 对...来说, the issue is broader than that single string. The same pattern appears in: 以西方来说 从国家的角度来说 整体来说 举例来说 一般来说 And also with other verbs: 从历史角度来看 从经济角度来分析 严格来讲 In these cases, the meaning comes from the construction, not from 来说 as an independent lexical item. Dictionaries define words and fixed expressions, not pieces of productive grammatical patterns.
