来 can genuinely substitute for a more specific verb like 做 / 处理 / 进行.

But 的 is not substituting for a noun; it is nominalizing the preceding phrase.

Some things are better treated as matters of grammar rather than through dictionary glosses.

It may help to focus first on how the Chinese structure functions independently, rather than mapping each element directly onto a corresponding word in the English translation. For example, an English translation may require "the one that ...", but that does not mean Chinese contains a lexical element meaning "one" in that position. The structure is encoded grammatically, not lexically.
