I believe here rule 5.2 of the GB/T 16159/2012 can be applied, 表示一个整体概念的双音节和三音节结构，连写。And rule 6.1.6, 副词与后面的词语，分写。 I would interpret 是不是 as not being a unified concept (such as 外国人 wàiguórén or 是否 shìfǒu), and a strong example of low semantic integration, even though the parts are closely related and frequently used together, and thus written separately. On the other hand the ABC dictionary treats it as a verb phrase, and writes it together as shi4bu5shi4. Your call :) |
