I don't think the current meaning is correct ("very rarely seen, unusual (idiom)"). It seems to have two meanings (both are nouns, not adjectives):

1. "exotic plants and flowers", such as what you find when you put it into Google Image Search: https://www.google.com/search?num=10&client=firefox-b-d&hs=qmm9&udm=2&q=%E5%A5%87%E8%8A%B1%E5%BC%82%E8%8D%89 This seems to be the most common case, judging from example sentence databases, like YouDao and ZaoJv
